The World conference on change of a climate comes to the end. Many people already were tired of waiting this event, being exhausted from whims of weather on different continents: a snow in Saudi Arabia and Ethiopia, unprecedented flooding and a heat in the Western Europe, hurricanes with the hardest consequences in the USA and Southeast Asia. Whether scientists understand, what actually occurs to a climate, and whether can explain it to the inhabitant to whom weather is the still most interesting news?
In opinion of academician Jury Izrael ,chairman of organizing committee of conference and director of “Institute of a global climate and ecology†of the Russian Academy of Science, this summer in the Europe, anomaly of weather, instead of a climate, happened. Also ,it is caused by anticyclone that was dominated over Atlantic long time and which “did not allow” damp sea air on a land. The phenomenon unpleasant, but quite explainable. But anybody from serious scientists cannot explain yet, what of the frequent acts of nature are connected with notorious global change of a climate which ,as consider “green”, is caused by emissions of carbonic gas.
In 20th century emissions of carbonic gas in an atmosphere increase almost on third, and average value of temperature on a planet has raised on 0,6 degrees of Celsius. However, in history of the Earth, are known the periods when emissions of carbonic gas in atmosphere was 10 times higher, than today. By various estimations, in this century will become warmer on 1,5 - 6 ( Celsius ) degrees. However, the disorder of predictions and discrepancy of estimations, are so great ,that serious scientists refuse to discuss about global consequences, asking for additional researches.
. According to academician Izrael, present concentration of carbonic gas in an atmosphere, is the component of 368 molecules at one million of the sum, and with modern tendencies, for 10 years will grow on 20 units, and when Kyoto protocol take effect and performance by all countries of the obligations on decrease in emissions CO2 (sometimes quite painful for national economies) will make this growth not 20, but 18. So, in opinion of many scientists, Kyoto protocol - the document more likely political, than climatic significance, neither scientifically, nor economically not proved. Nowadays ,the international regulation of influences on weather has much importance.
And about the convention, defining their admissible scales, speak and write much less often, than about Kyoto protocol ,although such experiments with the nature are completely not harmless - already today, acting on weather, it is possible to cause a drought and famine in the small region. Intentionally influencing weather, it is easy to show to a society power of a modern science: to create or disseminate a fog, to cause or “cancel” a rain today is simple to do. Actually this problem not so scientific, and financial. At some places it is necessary to do this for a long time.
For example, protecting vineyards from a hail, setting up ,in mountain valleys, meteorological “guns†with the bullets filled by special reagents. As relieve Moscow in last years of a rain ,during celebrating “Day of the city†. Today scientists can even to turn under force typhoons - the recognized symbol of huge concentration of energy. It appears that influencing typhoons with other energy, immeasurably smaller, it is possible to change their routes.
At conference were discussed many problems at any rate connected with change of a climate, and some effects cause serious fear of scientists. We shall mention only three of them, in each of them we have a collision with special ” gas attack”.
