In the headquarters of the United Nations in New York on September 24th the informal meeting of leaders of the states - members of the United Nations on problems of climatic changes of the Earth has begun. Action has been organized under the initiative of the general secretary of the United Nations Ban Ki-moon who repeatedly named struggle against global warming as one of priorities in his activity. According to Ban Ki-moon, he is going to play the lead role the solution of this problem.
At the meeting will participate more than 80 leaders of the states and the governments of the countries members of the United Nations, including the president of France Nicolas Sarkozy, who speaks as Head of State of a member country of the European Union. The chancellor of Germany Angela Merkel, at meeting speaks about necessity to reduce emissions of harmful substances in the atmosphere to the middle of a century by half. By her opinion, in this process the basic role should play industrially developed countries. Besides, leaders of France and Germany will continue bilateral negotiations, and also will meet leaders of other states – the members of the United Nations.
Action includes four sessions which will pass simultaneously .Each one of them is devoted to consideration of one of the themes : adaptations and to mitigation of consequences of change of a climate, reduction of the emissions of greenhouse gases and stabilization of a climate, to the development of ecologically clean technologies and to questions of financing.
Participants of the meeting, by Ban Ki-moon’s opinion, do not put before themselves task to develop the final agreement. This action is unique preparation before conference of the United Nations on climatic changes which will pass on December in Bali. At conference has begin negotiations about the new international agreement on prevention of global warming - the document will come into force after 2012 when validity of the Kyoto protocol will expire. Last week, Ban Ki-moon has declared, that the conclusion of this agreement becomes one of his paramount tasks on the position of the Secretary General of the United Nations.
“I am convinced that climate change, and what we do about it, will define us, our era, and ultimately the global legacy we leave for future generations,” Mr. Ban told the participants – top officials from over 150 nations, including 80 heads of State or Government – at UN Headquarters in New York.
“Our immediate challenge is to transform our common concern into a new consensus on the way forward,” he said. “This journey begins in Bali this December. It will succeed or fail based on the strength of the leadership and commitment displayed by the people in this hall.”

Speaking about negative consequences of climatic changes, the Secretary General of the United Nations has emphasized, that the time of resolute actions for rescue of a planet has come.
Ban Ki-moon also has reminded about the recent report of The Intergovernmental Panel on Climate Change (IPCC) in which, in particular, are described the consequences of the high level of emission of carbonic gases in the atmosphere. By opinion of scientists, it leads to rise in temperature of the Earth, the droughts, the floods, the melting of the glaciers. Furthermore, this in turn causes the mass displacements of people and armed conflicts. “We should not pretend any more, that nothing happens “, - the Secretary General of the United Nations has declared.
“All sectors will need to be engaged if global emissions are to peak in the next 10 to 15 years, and be significantly reduced in the years thereafter, as indicated by the IPCC,” he said.
The problem of climatic changes rose moreover during the summit of the countries which has passed in the beginning of September in Australia. The joint statement on problems of global change of a climate was accepted as results of negotiations. The reduction of emissions of carbon dioxide to 25 % by 2030 has been named only the desirable purpose.
