It's not suppose to charge anything. Lucjan Łągiewka invented a car bumper that can reduce 80 percent of energy of the car so even with high speed car won't crash and the driver is safe. But this bumper was to big to put it in a car so he decidet to show it to car companies so they can improve his invention but they wanted to buy patents from him and hide it from the world.
